Hot Air Balloons aren’t exactly designed with thrust and drag in mind.
Obviously, the weight of the balloon acts upon it like any other aircraft, attempting to pull its mass to the ground. Lift is produced by the difference in density inside and out of the balloon. The Hot air within is less dense than the cool air outside, so it will attempt to rise. The mass of hot air produces enough upward lift to counteract gravity, and it pulls the entire balloon and basket assembly upwards.
A conventional hot air balloon does not have any means of producing thrust. Any forward movement is actually produced by, well, drag. Air moving around the craft will create pockets of high and low pressure which will pull the balloon around it. How much this affects the craft is entirely dependent on the air currents that it is flying in. In designing a balloon, if one wants it to move more, they would actually design it to induce more drag in the air flowing around it.

How can I make a hot air balloon out of tissue paper that is two different colors and 20″ inches by 24″ inches?

I did the same thing in my Chemistry class in high school.
Cut several pieces of the tissue paper into a pointy-ended tall oval shape.
Glue their edges together side-by side with a light glue (spray-on glue is lightest), sealing the top shut and keeping a decent-sized hole at the bottom.
And viola! You have a hot air balloon.

Two military observers on an east-west highway determine that the angles of elevation to a hot air balloon are 24.5 degrees and 22 degrees. If the hot-air balloon is 1,500 feet directly above a point on the highway east of both observers, how far apart are the observers?

How do I draw the diagram and solve it?

To draw the diagram, start with point A (on the left)
and draw a line to the right (east) to point C. Then
make a right angle and draw up (north) to point D.

These three points create right triangle ACD (with C
at the right angle.

Anywhere between points A and C, place point B. This
also creates right triangle BCD (again with C at the
right angle).

Hopefully it’s obvious that point A is one observer,
point B is another observer, point D is the balloon,
and boint C is the point on the highway directly
below the balloon.

From the problem, we know that angle DBC is 24.5 degrees
and angle DAC is 22 degrees.

We are also given that the height of the balloon,
which is segment DC, is 1500.

Thus:

tan(24.5 degrees) = opposite/adjacent
tan(24.5 degrees) = DC/BC
tan(24.5 degrees) = 1500/BC
BC = 1500/tan(24.5 degrees)
BC = 1500/0.455726256
BC = 3291.45

Similarly:

tan(22.0 degrees) = DC/AC
tan(22.0 degrees) = 1500/AC
AC = 1500/tan(22.0 degrees)
AC = 1500/0.404026226
AC = 3712.63

Therefore, the distance between the observers
is the distance from point A to point B:

AB = AC – BC
AB = 3712.63 – 3291.45
AB = 421.18

Therefore, the observers are approximately
421.18 meters apart.
