Balloon Powered race car!!! Please HELP!?

I have to make a balloon powered race car like this:

and it can only have those requirements.

I built it already but for the wheels of the car, I used bottle caps with a toothpick in it. The wheels wont spin and the requirement is for it to spin like a real car, not just glide.

If anyone has tips for me to make new wheels, I would really appreciate it. Thanks! =)

Are the holes in the wheels too tight on the needle?? Thats all I can think of. the thicker the wheels the better.

also the balloon’s awkward shape makes it hard for the car to stay in a constant forward position, i used a long balloon (the kinds clowns twist into animals) and it did much better!
